Target Audience: Firefighters, Animal Control Officers
Description: This course covers adult first
aid (general principles, medical emergencies, injury emergencies, and environmental emergencies).
This course is designed for anyone who has a duty to respond to a first aid emergency because of job responsibilities
or regulatory requirements. This is a four-hour class. Upon successful completion attendees will receive a two-year certification
card through the American Heart Association.
This course is designed to give rescue personnel a basic knowledge of horse and livestock behavior and large
animal rescue techniques. There are two components of this training as you can see by the attached outline. The first part
of the classroom sessions will give the basics of horse and livestock behavior and an insight into body language of the different
species. The second part of the classroom will show in detail the theory and proper use of the rescue equipment listed in
the outline.
The practical aspect of the course is to be able to put the basics taught in the classroom to work in a controlled
environment. We will demonstrate the proper handling techniques and the participants will have an opportunity for hands-on
with the animals. The practical with the rescue equipment will involve the use of our training mannequin “Lucky the
horse”. Using Lucky gives us the ability to give every attendee the chance for hands on with the rescue equipment. We
are able to reenact different rescue scenarios using our rescue equipment and the equipment found on fire department rescue
vehicles.
This course will lay the basics down for large animal rescue and familiarize the participants with the rescue
equipment that is available to them and the equipment that they may already have that can be used in these rescues. This is
the first step in preparing responders to handle large animal rescue.

Roger Lauze, Coordinator of Rescue and Training
Roger holds a Bachelor of Science in Biology from Framingham State College. He brought his horse and farm
animal handling skills to the MSPCA 28 years ago. In 1994, Roger played a role in developing the original Rescue Glide (FEI
inspected and approved equipment designed to move downed horse/large animals), which launched the current Equine Ambulance
Program based out of the MSPCA at Nevins Farm in Methuen, MA. Roger has attended numerous workshops on large animal rescue
and is an AHA Disaster Designee. In his role of Coordinator of Rescue and Training for the MSPCA Equine Ambulance Program,
Roger responds to horse emergencies throughout New England (through an on-call system for veterinarians), trains groups on
handling equine emergencies and travels nationally to provide ambulance service for Sport Horse events. Roger
and the MSPCA ambulance staff also help groups across the country start their own equine ambulances, using equipment designed
and used by the MSPCA. Roger has helped the program reach its goal of teaching groups throughout the country in emergency
rescue techniques to help horses in need. In the past ten years, the MSPCA Equine Ambulance Program has helped over 150 horses,
assisted in launching nearly 30 additional ambulances and trained an estimated 6,000 animal professionals in emergency equine
rescue techniques and transport for over 14 years. The MSPCA Rescue Glide is used at the University of Pennsylvania’s
New Bolton Center, University of Ontario at Guelph, University of Minnesota, Virginia Tech and Tufts University Hospital for
Large Animals, to name a few. Among those trained include the New York City Mounted Police Unit, Aiken South Carolina Safety
and Rescue Group, as well as numerous local Fire and Rescue Groups, Veterinarians and Veterinary Technicians. Locally, Roger’s
demonstrations and talks have been seen at Tufts Animal Expo, Rochester Equine Clinic and Equine Affaire.

Dear Emergency Management Partner:
Specialized training and education continue to be a high priority
in the development of the Commonwealth’s
Emergency Response System. The best response plans of a community
or agency are of little use without
well-trained, knowledgeable individuals to execute them. In
2005 and 2006, the Massachusetts Emergency
Management Agency (MEMA) made great strides in expanding our
Training program, by increasing our
instructor base and presenting a more varied offering of courses.
MEMA offers a growing array of learning
opportunities to better suit our ever-changing lifestyles, from
the traditional classroom setting, to interactive
workshops and grassroots train-the-trainer opportunities.
To further enhance our Training Program, MEMA has developed
a new on-line Training Registration
System. Effective August 25, 2006 every first responder in your
community can utilize this on-line tool to
view course schedules and register for all MEMA trainings, workshops
or seminars on-line. The MEMA
Training Registration System has been designed to be intuitive
and easy-to-use, and provides users the
capability to find MEMA courses by type, geographic area and
date. You may find our training link by

the page.

Minimum training standards have also been identified for SMART members
that include successful completion of the following:
Many SMART members have indicated that they would like to see training
opportunities being offered on Saturdays. To that end, the attached NIMS IS-700 training announcement/registration form provides
you with a number of opportunities to complete your NIMS training on a Saturday in a classroom setting. Please refer to the
MEMA training calendar at www.mass.gov/mema for additional training dates.
ICS-100 will also be offered on Saturdays in March. A training announcement/registration
form will be distributed through the SMART email within the next two weeks. Please refer to the MEMA training calendar at
www.mass.gov/mema for additional training dates.
PPE training will be in a classroom setting and will be scheduled at a
later date.
The long-term outlook for SMART in 2006 includes the following:
- SMART members to complete minimum training requirements
- Team meetings will be held to focus on planning strategies, roles and
responsibilities, team specific training
- Team specific training will be held
- Communication drills and table top exercises will be conducted (toward
the end of 2006) and will continue to be ongoing throughout 2007
- Development of a SMART website
